Governance

The Succinct Prover Network's governance system controls protocol parameters, upgrades, ownership transfers, and other critical network decisions.

Security Council

Initially, the network's governance will be handled by a security council. Community members can discuss proposed changes in a dedicated forum. After discussion concludes, proposals will undergo a snapshot vote to poll the community for approval. While these votes are advisory, the security council retains final authority over all changes and their execution.

The Security Council multisig is deployed at 0xbD74E9B0Dcb0317E26505CA93757c29d564B533B on Ethereum Mainnet with a 3-of-6 signature requirement.

Onchain Governance

Over time, the governance will transition to full onchain governance through the SuccinctGovernor contract. Provers who have staked PROVE will receive iPROVE tokens, which serve as their voting power in the governance system. Proposals are created by accounts holding at least the proposal threshold in iPROVE, and pass with a simple majority of "for" votes as long as quorum is reached. The contract determines quorum as a percentage of total iPROVE supply at the time of the proposal.

Initially, core contracts like SuccinctStaking and SuccinctVApp are controlled by the security council. Once sufficient stake has been delegated to iPROVE, ownership of these contracts can be handed off to the governor contract, enabling full community control via onchain proposals. This ensures a safe transition to decentralized governance.
